Grants to USA and territories agencies, nonprofit organizations, IHEs, tribes, and cooperatives to promote economic development in non-urban areas. Applicants are advised that required registrations may take several weeks to finalize. Funding is intended for programs that support targeted technical assistance, training, and other activities leading to the development or expansion of small and emerging private businesses in rural areas that have fewer than 50 employees and less than $1 million in gross revenues. Programmatic activities are separated into enterprise or opportunity type grant activities.

Enterprise grants must be used on projects to benefit small and emerging businesses in rural areas as specified in the grant application. Uses may include:
  • Training and technical assistance, such as project planning, business counseling and training, market research, feasibility studies, professional or/technical reports or producer service improvements.
  • Acquisition or development of land, easements, or rights of way; construction, conversion, renovation of buildings; plants, machinery, equipment, access for streets and roads; parking areas and utilities.
  • Pollution control and abatement.
  • The capitalization of revolving loan funds, including funds that will make loans for start-ups and working capital.
  • Distance adult learning for job training and advancement.
  • Rural transportation improvement.
  • Community economic development.
  • Technology-based economic development.
  • Feasibility studies and business plans.
  • Leadership and entrepreneur training.
  • Rural business incubators.
  • Long-term business strategic planning.

There is no maximum grant amount for enterprise or opportunity type grants; however, smaller requests are given higher priority. Generally, grants range from $10,000 up to $500,000. Opportunity grants are limited to up to 10 percent of the total Rural Business Development Grant annual funding.

Term of Contract:

Performance Period: June 1, 2022, through September 30, 2024.

  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Private institutions of higher education
  • Public and State controlled institutions of higher education

Additional Eligibility Criteria:

Eligible applicants are rural public entities including, but not limited to:
- Towns
- Communities
- State agencies
- Authorities
- Nonprofit Corporations
- Institutions of Higher Education
- Federally recognized Tribes
- Rural Cooperatives (if organized as a private nonprofit corporation)

Rural Business Development Grant money must be used for projects that benefit rural areas or towns outside the urbanized periphery of any city with a population of 50,000 or more.

Applications are accepted through USDA Rural Development’s local or State offices once per year. Applicants are advised to view program information specific to your local or State office to learn about local application timelines, concept paper requirements, etc.

All applicants must have a Dun and Bradstreet Data Universal Numbering System (DUNS) number which can be obtained at no cost via a toll-free request line at (866) 705–5711 or at http:// fedgov.dnb.com/webform or any subsequent unique entity identifier number. Each applicant applying for loan or grant funds must (i) be registered in the System for Award Management (SAM) before submitting its application and (ii) provide a valid unique entity identifier in its application, unless determined exempt under 2 CFR 25.110. Applicants must maintain an active SAM registration, with current, accurate and complete information, at all times during which it has an active Federal award or an application under consideration by a Federal awarding agency. Applicants must ensure they complete the Financial Assistance General Certifications and Representations in SAM.

There is no cost sharing requirement.
