Grants to USA nonprofit organizations, local governments, cooperatives, corporations, and public-private partnerships to promote digital equity. The purpose of this program is to address gaps in internet access and connectivity necessary to participate in a digital society. This program will help communities to achieve digital equity through thoughtful, strategic planning. Through this open call, Connect Humanity will award grants for comprehensive Broadband Master Plans.

Ideal applicants will be well-positioned to increase network speed, affordability, and overall access in diverse, low-income, and/or historically underserved communities through non-profit, community-owned, or public infrastructure. The Selection Committee will aim to have a mix of urban and rural projects in the communities that are awarded grants via this process.
Broadband Planning is essential for strategy development, setting strategic priorities, due diligence for political leaders, building a project framework, analyzing the existing market, and creating financial projections of costs. These things will lay the groundwork for state and federal grant applications and for building publicly owned infrastructure.
The Feasibility Design, Analysis and Broadband Master Plan that are awarded as part of this open call may be instrumental for future state and federal grant applications and will be helpful in planning how to deliver high speed, affordable broadband access, especially to historically underserved communities.

Number of Grants:

Grants will be awarded for comprehensive Broadband Master Plans for up to 5 communities.

Estimated Size of Grant:

The market value for this type of Broadband Plan and Design is estimated to be in the range of $75,000 to $150,000 USD, depending on the size and complexity of the market.

Term of Contract:

The estimated time commitment on this process is a bi-weekly committee meeting throughout the process and an additional 10-20 hours to assist with market analysis and community engagement. This will vary by market size and overall complexity.

Additional Eligibility Criteria:

The following types of legal entities may apply:
- Non-profit organizations
- Cooperative organizations
- Municipal, local, county governments and townships
- Public-private partnerships (Note: For-profit organizations may apply on behalf of their public, non-profit, municipal, or cooperative partnership; however, the not-for-profit partner is encouraged to apply as the project lead or lead applicant.)

Applicants are only eligible to submit one application and receive one grant award for a specific community (City, Town, other). However, eligible organizations operating in more than one eligible area may support or participate in multiple applicant projects. (For example, for-profit organizations in partnerships with nonprofits, cooperatives, or municipal/local governments/townships may be included in multiple applications, but may not represent a specific community (City, Town, other) on more than one application.)

Pre-Application Information:

To submit your community for consideration complete the application on the URL for Full Text below by January 21, 2022. All applications are due at 11:59PM Pacific time on January 21, 2022.

Applications will be reviewed on a rolling basis by a Selection Committee as they are received. The Selection Committee will be composed of representatives from Connect Humanity, EntryPoint, and Biarri.

The Selection Committee will aim to notify all finalists by February 28, 2022. The Selection Committee will interview the finalists (Zoom, Webex, or equivalent) by February 10th. Final selection will be made and communicated by the end of February. Each selected community applicant will be required to sign an agreement to finalize their selection.
